September 25, 2025
On October 3, Ilona Kickbusch, Barbara Prainsack, and Magdalena Eitenberger, officially launched the Data Solidarity Implementation Guide at a Data Solidarity breakfast event at the European Health Forum Gastein.
After opening remarks by Prof Kickbusch (Director, Digital Transformations for Health Lab), Prof Prainsack (University of Vienna) held a short presentation on the core principles of data solidarity, the role of the public value of data use and related policy instruments.
Following this, Magdalena Eitenberger (University of Vienna) introduced the Data Solidarity Implementation Guide, a new resource that offers practical tools and policy pathways to put solidarity-based data governance into action.
This was followed by a Q&A session during which several topics were discussed including: the relation of data solidarity to hard law, how to ensure trust in solidarity-based data sharing practices, how PLUTO (Public Value Assessment Tool for data use) can enhance the communication between data holders and research and the impact of AI on data solidarity.
The Guide was developed through the Data Solidarity Project, a cooperation of University of Vienna and DTH-Lab and authored by Connor Hogan, Barbara Prainsack, Magdalena Eitenberger and Marlene Auer.
