New publication: Putting data solidarity into practice: a guide for public and private organizations, authorities and policymakers
In an era where data shapes everything from healthcare to city planning, we face a critical question: Who really benefits from data – and who bears the risks?
On 3 October, Barbara Prainsack, Ilona Kickbusch and Magdalena Eitenberger, launched the Data Solidarity Implementation Guide at the European Health Forum Gastein. Produced through the Data Solidarity Project, a cooperation of University of Vienna and Digital Transformations for Health Lab, the guide is a new resource designed to help policymakers, businesses and civil society organizations put fairness and public value at the heart of data use by providing practical guidance on solidarity-based data governance.

The guide introduces data solidarity – a framework to ensure the benefits of data use are more equitably shared, and the harms are minimised. It provides practical guidance on how to put fairness and public value at the heart of data use.

It offers actionable strategies and a step-by-step framework to put solidarity-based data governance into action. To achieve this, it introduces PLUTO (a structured tool for evaluating the public value of data use) and explores innovative mechanisms like Harm Mitigation Bodies and Benefit-Sharing Agreements.
