Update and redesign of PLUTO
September 25, 2025
Nearly two years after its initial release, the Data Solidarity team at the University of Vienna have updated the Public VaLUe Assessment TOol (PLUTO).
PLUTO is an open-access online tool which provides a structured approach to evaluating the public value of data use – a core component of solidarity-based data governance which aims to ensure that the benefits and costs of digital practices are borne collectively and fairly.
Now, after in-depth evaluations, it has been redesigned and updated to provide a clearer layout, easier navigation and additional feedback options to allow for continuous improvements - making it overall more user-friendly.
It can be used by anyone working with data or concerned about the use of their data by others to self-assess the potential benefits and risks of a specific case of data use and provides concrete recommendations on how to improve data use and increase public value.
